His executive scope spans cybersecurity governance, enterprise risk management, HIPAA and SOC 2 readiness, privacy, third party risk, incident management, business continuity, and emerging AI governance.
Phil was recruited to design, build, and lead this function from the ground up, starting at an early stage of enterprise risk, compliance, and security maturity. Operating in a high growth environment involving sensitive health data, complex vendor dependencies, platform operations, regulatory obligations, and evolving AI use cases, he built structured governance and turned it into a coordinated executive function.

His work created the secure, compliant structure needed to protect Detego’s national platforms, member and consumer health data, vendor ecosystem, and growth strategy.

Tier 1 and Tier 2 vendor risk visibility improved to 80 percent, while vendor intake and vetting cycle times decreased by 50 percent. This reduced friction in business partnerships, platform and vendor onboarding, and control readiness while giving leadership clearer visibility into risk trends and mitigation priorities.
Phil built and matured the organization’s control and evidence frameworks, establishing a clear path toward SOC 2 Type II and HIPAA readiness to strengthen market trust. He designed incident management practices that view events through a risk based lens, tying incidents directly to control gaps, remediation needs, and business accountability. He also proactively formed an AI oversight framework that balances rapid technology adoption with controls around PHI protection, privacy, third party risk, data security, and auditability.
