Overview

A renowned and distinguished Department of Defense (DOD) strategist and tactician in the fields of Cybersecurity and Risk Management, Mr. Hackney is an established corporate officer with a matchless and exceptional passion for securing and defending our nation’s mission in the cyberspace domain.

Mr. Hackney has a long and unrelenting history of working collaboratively with U.S. allies and partners to strengthen cyber capacity, expand combined cyberspace operations, and increase bi-directional information sharing in order to advance our mutual interests.

He previously served as Chief, DOD Information Networks (DODIN) Inspection Operations Branch for the Joint Force Headquarters DODIN; Chief, DODIN Cybersecurity Service Provider (CSSP) Branch at the Defense Information Systems Agency (DISA); and Program Manager for the DOD General Service CSSP Program for the DISA.

Mr. Hackney previously served as CSIOS Chief Technology Officer. He was named Vice President, Cyberspace Operations on February 4, 2019. In this capacity, he is the principal executive responsible for providing leadership, oversight, and guidance to CSIOS Cyberspace Operations Directorate (e.g., portfolio, programs, projects, initiatives); orchestrating business development strategies, designing and implementing processes to support business growth; facilitating business growth by working together with clients as well as business partners; building and maintaining high–level contacts with current and prospective customers and other business and project partners; driving prospects through to contract award; and developing marketing strategies, managing proposal teams and client account managers.

Accomplishments

Under Hackney’s oversight, during 2023:
First, CSIOS’ Cyberspace Operations (CO) Division attained double Capability Maturity Model Integration (CMMI) Maturity Level 3 appraisals for CMMI Development and CMMI Services.


Second, the CO Division also certified its Cyberspace Operations services under quadruple International Organization for Standardization or ISO standards: ISO 9001, Quality Management System (MS); ISO 20000–1, Information Technology Service MS; ISO 22301, Business Continuity MS; and ISO 27001, Information Security MS. The scope of CSIOS' ISO certifications is to “Provision cyberspace operations (defensive, offensive, and information network operations) and cybersecurity services to U.S. Federal customers worldwide.” No other cyber firm in the U.S. has achieved this level of cyber services.


Third, CSIOS designed Continuous Improvement and Optimization Management Systems for the U.S. Army Futures Command’s C5ISR Center Cybersecurity Service Provider (CSSP) and the U.S. Transportation Command CSSP. As they defend their designated portions of the U.S. cyberspace domain, these customized Management Systems have allowed the 2 DOD CSSPs to continually improve the management of their operators, technologies, processes, services, and defended subscribers. Upon successful implementation, the U.S. Army C5ISR Center CSSP received ISO 9001, Quality MS and ISO 22301, Business Continuity MS certifications; the U.S. Transportation Command CSSP also attained ISO 9001, Quality MS certification status. As stated in each individual certificate, the scope of their ISO certifications is to “Provision Defensive Cyberspace Operations services to U.S. Federal subscribers worldwide in accordance with Executive, National, Federal, and Department of Defense cyber doctrine and requirements.” No other Federal Cybersecurity Service Providers (CSSPs), Network Operation Centers (NOCs), Security Operating Centers (SOCs), and Cybersecurity Integrity Centers (CICs) provisioning 24x7x365 cybersecurity services has attained these service management delivery levels.
